This is a Putnam 1/8" HS 3/16" LOC, 3/8" Shank, 2 Flute End Mill.  The mill is new and still in the original tube in excellent condition.  The mill shows no signs of mounting and the cutting edge appears clean.  The tube may show some signs of shelf wear and/or discoloration from the previous owner.
